AI Governance Isn’t Prompt Filtering. It’s Context Control.

Enterprises are adopting LLMs fast. Faster than security teams can build guardrails. Faster than compliance teams can update policy. And definitely faster than most organizations can answer a simple question:
What exactly did we share with an AI model?
A lot of the “AI governance” market is answering a different question. It focuses on prompt filtering, output moderation, and prompt injection defense. Those are real problems, but they are not the core governance problem most enterprises are about to face.
The core governance problem is context.

The uncomfortable truth: context is the new data leak
In the last decade, security teams learned to control data egress. You can lock down endpoints, manage identity, enforce DLP rules, and monitor exfiltration.
LLMs changed the game because they introduced a new pathway for sensitive information:
A user pastes proprietary text into a chat tool to “summarize it.”
An internal copilot pulls documents into a prompt to “help.”
A team shares a conversation thread in Slack and asks the model to “draft a response.”
An agent keeps conversational history around because it improves future answers.
Individually, these actions look harmless. Collectively, they create an unmanaged data layer made of:
conversation history
agent state
retrieved snippets from internal sources
“helpful” background information that gets bundled into prompts
That is the real leak surface.
Not the user’s prompt alone. The context that gets attached to it.
Why prompt filtering feels like governance, but isn’t
Prompt filtering is attractive because it is easy to explain and easy to demo.
It also gives a false sense of control.
Here’s why.
Filtering does not prevent over-sharing: A prompt can be “clean” while the attached context is not. Many modern workflows do not send “just the prompt.” They send the prompt plus history plus documents plus retrieved memory.
Filtering does not prevent cross-contamination: The nightmare scenario is not only data leaving the organization. It is data from one client, project, or team bleeding into another. That can happen when shared tools and agents carry implicit memory across boundaries.
Filtering does not provide accountability: In a real incident, the question is not “Did we block bad words?”The question is: What left, under what policy, and who approved it?Most tools cannot answer that with precision.
In short: filtering can reduce obvious mistakes. It does not establish governance.
What real governance looks like in practice
Governance has always been about a few fundamentals:
least privilege
segmentation
policy enforcement
auditing and traceability
deletion and retention controls
AI governance is the same. The object being governed just changed.
Instead of governing network packets or database rows, you are governing:
what context can be used for a request
what context can leave a boundary
what context can be re-used later
who is allowed to access which “memory”
how you prove what happened after the fact
If you can do those things, you can scale AI. If you cannot, you eventually end up with either shadow AI everywhere or an outright ban that everyone works around.
A simple test: can you answer these five questions?
If you are evaluating an AI governance approach, stop asking “Does it block prompt injection?” and start asking:
What context was sent to the model for a given request?Not a guess. A concrete record.
Why was that context included?Relevance should be explainable. Otherwise you are just spraying data.
What policies were applied?Who decided external processing was allowed? Which rules were in effect?
How do you prevent cross-contamination across clients and projects?Segmentation is not a “nice-to-have” in regulated or client-based work. It is the baseline.
Can we delete and prove deletion behavior aligns with our policies?Retention is governance. Deletion is governance. Without it, you are building a permanent liability.
If a tool cannot answer these questions, it is not a control plane. It is a filter.
The direction the industry is heading
As adoption grows, enterprises will converge on a model that treats LLMs as external compute and treats memory and context like privileged data. That is the only scalable mental model.
